Brightness depends on the bulbs you choose. The fixture accepts two medium-base (E26) bulbs up to 60W each (or equivalent LED). With two 60W incandescent bulbs, you'd get about 1600 lumens - enough for a bathroom vanity area. For a softer glow, use lower wattage or dimmable bulbs.
